CMS: Reportable non-teaching hospital spend

Question -

Is a payment reportable if it went to a non-teaching hospital but the Principal Investigator is an MD?

Answer - 

Yes, if the PI is an MD then the spend is reportable no matter who the recipient of the TOV is.
